We carried out a Best Value review of the housing function and project managed the housing options appraisal, transfer proposal and ballot process for this Essex local authority.

“John helped us to implement a strategic review of housing management and maintenance services and a proposed stock transfer to a housing association. His wide knowledge and experience of housing issues brought important external scrutiny and challenge to both projects. John also gave the Council invaluable strategic support and assistance.”

Richard Chew, Former Strategic Housing Manager, Castle Point Borough Council

We have  carried out a number of projects for the council over the past few years.

"The Council employed John’s services to help set up its house-building programme. John helped the Council frame its development strategy leading to the appointment of our Development Agent. This was undertaken through a comprehensive OJEU procurement exercise.

Many of the sites that the Council has investigated for development have required negotiations with neighbouring land-owners or residents to unlock their development potential. John has used his negotiating skills on behalf of the Council resulting in sites now being developed where before it would not have been technically possible or economically viable.

John has also assisted the Council through tough negotiations with a private developer to acquire s106 properties enabling the Council to achieve its goal of spending its 1-4-1 receipts in an effective way.

Lastly, John has identified, viewed and subsequently led on negotiations to secure the purchase of a small number of street purchases.

John’s knowledge of the public housing sector, project management and negotiating skills, and his friendly approach has been invaluable to the Council in delivering these programmes and during a time of great change in the public housing sector.

"John helped the association during a period of change at THCH.

John was employed for 8 months to assist in the delivery of the association’s development programme during a time when THCH was in a G2 and then G3 status with the HCA.

Of particular importance during this time was the management of a scheme on behalf of a small BME community based non-developing RP where THCH was the Development Agent.

This required technical skills but also skills to maintain a good and supportive working relationship with the smaller RP.

John’s excellent project management skills, knowledge of the public housing sector, friendly and professional approach has added value to THCH.
